Who Controls the Coding Workflow?

From a request to working software

Strategic Brief

September 11 – October 11, 2026 · 30-day retrospective · Evidence checked through October 11, 2026

The bigger trend

Control of the coding workflow is splitting three ways: the interface, the model supply and the governance layer.

The editor a developer uses, the models behind it and the controls an enterprise places around both are now separate points of leverage, often held by different companies. OpenAI's Cursor decision showed that model supply can be withdrawn; platform owners are responding by governing whichever agents developers choose.

What changed — Sense (verified)

No new verified development in this period met the bar for this battleground.

Watch item, announced before this period — OpenAI, August 28, 2026: OpenAI notified SpaceX that it intends to wind down its contract supplying OpenAI models to Cursor, with a proposed shutoff date of November 12, 2026, and said it will not provide future models to Cursor. As of October 11 the shutoff remains proposed, not completed.

What it means — Interpret (RAW PEC view)

The interface is not a moat if its models can be withdrawn, and the model is not a moat if enterprises can route around it. That is why the platform owners on this page, ServiceNow and Salesforce, are governing agents they did not build. No change to the thesis.

The thesis

A company can own the customer experience while depending on another company for a critical capability. AI coding makes that tension visible.

The management question

Which capabilities must you control, and which dependencies can you govern?

Why now

Documented development

On August 28, 2026, OpenAI announced that it intended to wind down its model-supply contract with Cursor following Cursor’s acquisition by SpaceX. It proposed November 12 as the shutoff date. This was notice of a planned change in access—not evidence that access had already ended. OpenAI, August 28, 2026

OpenAI’s Help Center says the final termination date remains unconfirmed between the companies; Cursor may choose to end access sooner. OpenAI Help Center, accessed October 1, 2026

Cursor also develops its own coding models. Its March technical report describes Composer 2 as further training of the open Kimi K2.5 base model. The combination makes the strategic question concrete: what should a company develop itself, what should it obtain from others, and how much dependence can it govern? Cursor, March 27, 2026

Observation versus interpretation

Documented observation

On August 28, 2026, OpenAI gave notice of an intended wind-down of model access for Cursor, proposing November 12. The final termination date is described as unconfirmed.

Microsoft's April 2026 agreement with OpenAI kept the relationship and made Microsoft's license non-exclusive through 2032.

RAW PEC interpretation

RAW PEC’s interpretation is that product strategy and ecosystem position must be managed together. An external capability can accelerate a product while leaving part of its future subject to another company’s decisions.

The app-platform incumbents aren't trying to out-generate the coding agents. They're trying to govern whatever the agents generate.

Partnerships can also evolve without ending. Microsoft’s April 2026 agreement with OpenAI retained their relationship while making Microsoft’s license to OpenAI intellectual property non-exclusive through 2032. Microsoft, April 27, 2026

What the evidence does not prove

These developments illustrate changing access and control. They do not establish which company will win or quantify the resulting effects on revenue, margins or customer retention.

The November 12 date is a proposal, not a completed shutoff.

Questions for your leadership team

  1. Which outside capability would be hardest to replace if access or terms changed?
  2. What would switching require across contracts, data, workflows and customer commitments?
  3. Where does your company contribute distinctive value to the customer’s outcome?
